Partial Season Leasing Program (PSLP)
With grant funding provided to the District and its partners, the Conservation Program is unveiling multiple pilot projects for 2020. One of these projects is a Partial Season Leasing Program (PSLP). The PSLP is designed to financially compensate irrigators to voluntarily suspend irrigation water delivery for part of growing season (August-October). The purpose of the PSLP is to reduce river diversions and consumptive use of water for forage and other crops during a time when yield is typically low. This is expected to increase the flexibility of the District’s water resources during the time of year when Rio Grande Compact deliveries and 2016 Biological Opinion for endangered species obligations are more difficult to meet. The 2020 PSLP is intended to test interest and market demand for such a program and will be limited in scale to Valencia County only. This is a completely voluntary opportunity to collectively help improve the operational flexibility for agricultural producers as well as the MRGCD.
